What does RSA stand for? I have:

I know R.S.U. is rifuti solidi urbani and thus solid urban wastes but what does the A stand for in RSA?

Notes to answerer
Asker: when putting "assimilable urban waste" in quotes goggling only brings up hits from non English mother tongue sites (Germany, Spain). In English sites I did find Non Hazardous Special Wastes could this be it?
