Hi.
Just in case just the sentence isn't enough, here is the whole paragraph for context.
"La longitud efectiva del ala por pandeo local por flexión es de 12 tf [ Graham, et al., 1959], suponiendo que las líneas de cedencia desde el punto de aplicación de la fuerza concentrada se forman en cada dirección del ala a 6 tf. Para desarrollar el canto fijo consistente con las hipótesis de este modelo, se adiciona una distancia de 4 tf para un total de 10 tf , tal como lo requiere la resistencia minorada a flexión dada por la fórmula (20-1)."

agree asptech : "Fixed" or "clamped" edge is certainly right, but as I read it, it is about a cantilevered concrete slab (e.g. a balcony or a bridge walkway) loaded by a single concentrated force at the opposite free edge.
