L’album de surcharges établi par le bureau XXXX est repris en annexe 1.

Description of the refurbishment of an office block in Belgium.

I think this must mean (but please correct me if I'm wrong) the extra load bearing capacity that each part of the building provides over and above the load bearing capacity of the building itself - i.e. how much equipment /how many people/ etc you can fill the parts of the building with in terms of weight.

"surcharges" are "imposed loads", what were once known as "live loads", i.e. things added to the building itself such as pianos, bookshelves, carpets, probably even tiling, desks, people at those desks, equipment of all kinds, anything that is not a part of the building structure.

"Album" is curious.

specification of live loads

As you noted, a table showing those loads from persons, furniture, equipment etc. that must be taken into account for each room or type of room (offices, corridors, stairways). These loads are of course in addition to the structure's own weight.
