endowment Explanation: it would be a "dowry" for a marriage but obviously this is more in the sense of a scholarship/stipend in your context. |

starting/back-to-school allowance Explanation: Appears to be short for "indemnité de trousseau", and is native to Africa and French Polynesia these days. In the schools etc. context it appears to be what these days is called the "allocation de rentrée" in France, a special allowance to enable people to buy kids the necessary school stuff, books, pencils, satchel, and a "trousse(eau)" in which to keep pens and pencils and rubbers (erasers). une INDEMNITE DE TROUSSEAU fixée à 1 000 F, payable chaque année au moment de la rentrée universitaire ;. - une allocation de grandes vacances d'un montant ... www.legifrance.gouv.fr/jopdf//jopdf/1992/004/JO199200442.PD... There are a number of Google Books hits where the "indemnité de trousseau" appears to be something students paid to the university/school at the start of the year in the 19th century, presumably to cover the cost of equipment provided. Here, in the case of handicapped persons with a host family it would appear to be a "kitting out" indemnity to cover the cost of setting up to receive the person. -------------------------------------------------- Note added at 1 hr (2009-05-05 21:33:41 GMT) -------------------------------------------------- This is what they call it in Oz at least: The Premier of NSW, Mr Bob Carr, announced that $50 BACK TO SCHOOL ALLOWANCE cheques would start flowing through the mail today. ... https://www.det.nsw.edu.au/newsroom/yr2002/jan/allowance.htm Treasurer Eric Roozendaal is defending a decision to axe the BACK-TO-SCHOOL ALLOWANCE, amid claims many families will struggle with extra costs. www.livenews.com.au/Articles/2008/11/03/Rees_to_axe_back_to... Clothing allowance / equipment allowance Explanation: I worked in the French school system & this was the word used to specify the requirements for e.g. a school trip. The parents were given a list called a 'trousseau' & they supplied what was on the list. As the subject is about regulations covering a university, I would think it is about enabling poorer students to buy clothing &/or any equipment needed to cover their stay in student accomodation. |

Allowance for supplies and living expenses Explanation: This combines some of the previous answers. A "trousseau de collège" is definitely clothing, toiletries, etc., sent off with a youngster leaving home, so I think that simply using "supplies" would infer only books, paper, etc. The "trousseau" probably includes supplies, but still refers to things covered by the term "living expenses." |
