Greetings,

sigaraları birbirine bağlayan (kişi)
It is better to define such person with an adjective or construct the sentence in another way as below:
Çağdaş is a chain smoker.
Çağdaş sigaraları birbirine bağlar.
Çağdaş da sigaraları birbirine bağlıyor, valla.
If you prefer to use a completely different structure but still in the same sense:
Çağdaş da birini söndürmeden diğerini yakıyor.
These are all common expressions in daily language.

sigaralari birbiri ardina yakiyor
in turkish there is no exact translation for this, however we would say, in a conversation "he/she keeps smoking one after another".

sigara tiryakisi
why bother with a sentence long definition? its simply called "sigara tiryakisi" or if it goes along with the whole text only "tiryaki" is enough.

: "Tiryaki" or "sigara tiryakisi" is more than enough to give the impression that the subject is a chain smaker. It is a short and powerful term alone.

baca gibi tüten
This is another idiom used to describe a heavy smoker: baca gibi tütüyor / tüter / tüten = fumes like a chimney. But the "chain" concept is not conveyed here. I'm posting this just to give you another idea, therefore the confidence is low.
(BTW, glad that you didn't ask "smokes like a Turk" :D)
