True essence of lobbying can be found in the above link, but in reality, it ends up in graft & corruption. You can see picture of people "lobbying" at the link below, carrying gifts to gov't officials.

That's why “跑部钱进", bec. the persons being lobbied and the lobbyists will end up earning money, if the deal pushed through, they each get what they wanted.
Lobby is supposed to be '游说‘， but a Chinese saying said it best, 有钱能使鬼推磨。Of course, lobbying is not necessarily in the form of cash money, it may be a car, condo, woman, etc.
