Con "check out" quieren decir que, de un grupo de licencias disponibles, se ha tomado una, igual que se "check out" un libro de una biblioteca. Literalmente sería "en préstamo", pero podrías usar "reservada", "cedida"... Ahí ya decides tú porque no hay una forma estándar de decirlo, que yo sepa.
