enable people to enjoy power

or ... benefit from power, ... benefit from the advantages of power, provide the local/indigenous populations with electric power, tap off power for the benefit of the local populations, etc. (the latter in the case of a transmission line from a remote location to an urban centre, say, and passing over the heads of local populations - often introduced as a means of making the environmental damage of a power scheme more politically acceptable).
