Explanation:
This is a guess, IR could be something along the lines of inscrit au registre, inscription registre N° xx/xx. It could also be someone's initials, maybe the judge/gréffier's name was Irving Rowlings ;-)

I'm basing this on some experience with a French lawyer who names all his files with initials like "RP/NG 02/09" (RP = lawyer's name, NG = clerk's name, 2nd case in 2009).

However, in this case, I think it's the court's classification system, not a lawyer's classification system.

In any case, I feel that it would be safe to assume these numbers refer to some kind of registration or file classification system, considering the context - it's the logical explanation.

It may not be a good idea to translate it at all though, if it *is* a file number, then you wouldn't want to change it.
