Bea's absolutely right about the first instance. I suggest:
the article is a summary, or more simply, the article summarises
In the second instance, I would replace if with "for". Again, usage in the source is slightly convoluted and would read much more easily as
"study/research/investigation for the author's doctoral dissertation on..."

I agree with Beatriz about the first one, but this can be used too "this article presents....the wider research presented by..."

The sentence could be: "El artículo es un resumen de algunos aspectos de una investigación más amplia llevada a cabo por el autor en su tesis doctoral sobre las políticas etc."
