Mi sembra che "She / He is" sia una buona traduzione per "si tratta".
Non mi viene in mente nulla per "in prima istanza", ma le tue alternative non mi sembrano male...
Mi sembra rilevante = forse, "significantly"
Si mostrino = "appear"?
