In the end, it was simple: it was giving the document to somebody without authorization, because they could not give it to the appropriate one and that was the procedure.

12.4.1 Service without leave of the court
Permission of the court is never required for service out of the
jurisdiction on a contracting state or on an individual in a contracting
state.482 Where the court has the power to hear and determine a
claim by virtue of the Civil Jurisdiction and Judgments Act, CPR
6.19(1) would allow a survivor of torture to serve the claim form
out of the jurisdiction without the permission of the court.483
