As I'm not a FR native speaker, I'm just throwing in my little idea for what it's worth, and for the learning experience.
I did actually originally want to put 'maîtrisée', but am not sure if one can get away with the subtle nuance of meaning. Plus there is of course the inevitable allusion to 'organized chaos', which R+C at least suggests translating as 'désordre organisé'.

I believe that in the original context of the remark, the comedian was saying that electricity is still just as dangerous as lightning, only more organized; it's for this reason that I rather feel the idea of 'maîtrise' is going a bit too far, since I think his original point is that the lightning may be organized (e.g. channelled down wires), but we don't actually have total control over it.
