Le chef de la scolarité is performing the same functions as the registrar (mostly academic records and issues) whereas the secrétaire général is the head of the administration of a school within the university. They usually oversee the registrar but all other administrative offices. It would be similar to many "deans for administration" in the US who are often not "real" faculty members but administrators.
