Algunas instituciones como ser Impuestos Nacionales, Superintendencias, etc. pueden emitir Resoluciones que normen lo establecido en la ley o en un decreto ley. Por ejemplo se cobrará un impuesto a todos los productores de X, y en la resolución normativa se dice " a todos los productores de X que esten en la ciudad AB y tengan un patrimonio neto mayor a y menor de..." etc...
Eso es lo que es a mi entender...
