"socle" and "base" have fairly similar meanings actually, so I feel it's necessary to distinguish them. Hence no "foundation" for either; since "socle" appears to mean "pedestal" or "plinth" most literally, I've gone for a word with a similar physical sense.
The French has an appositional relation between two noun phrases in a way that doesn't seem to work in English; we seem to need a verbal link between them, if not my "that form the" then something like Emma's "on which to build a".
