Kejahatan jenis ini lebih canggih daripada 'kejahatan terorganisir.' Kalau kejahatan terorganisir berupa organisasi kejahatan yg melakukan kekerasan dan kejahatan yg jelas melanggar hukum, 'enterprise crime' bergerak seperti perusahaan legal dan kejahatan mereka sangat halus dan sulit dibuktikan karena didukung aparat pemerintah yg korup.
