I need to know what this term means very specifically to the Algerian context. They are mentioned in this text, along with public utility companies as being either privatized, dissolved, or privatized. I know a diwan usually refers to a cabinet, assembly, or government office, but need something more specific here. This is into an American English equivalent, if possible. Thanks!

Yes, governmental agencies could be subject to privatization, dissolving, and downsizing. Not that far, the federal government was thinking of privatizing the immigration services.

Do government departments/agencies make sense in the context of privatization? I suppose I might have to make do with that, since I'm probably looking for something more specific than the Arabic original conveys.
