A rough translation of the term is easy enough (program for expanded funding/financing), but I'm looking for specific references to this program or agreement, which took place in Algeria in 1995, following the 1994 standby agreement, and haven't been able to find any. Please include links or references. Thanks!

Burdened with a heavy foreign debt, Algiers concluded a one-year standby arrangement with the IMF in April 1994 and the following year signed onto a three-year extended fund facility which ended 30 April 1998.
