Yes, Bohy, in fact we can indeed say 'reduce by a factor of X', but as we have both now made clear, this does involve division, instead of the perhaps more usual multiplication.

The initial text has a fundamental flaw: "factor" pertains to multiplications/divisions, while "term" pertains to additions/substractions.
Hence, you cannot "reduce by a factor" but "divide by a factor", as Tony noted. The same applies to French.

De même, réduire d'un facteur 10 c'est réduire de 90% (multiplier par 0,1).
En %, on souhaite donc une réduction du nombre de serveurs de 87,5 à 90 %.

Pour Tony: si je ne me trompe pas, réduire d'un facteur 8 (c'est-à-dire diviser par 8) revient à diminuer de 87,5%. Une diminution de 87,5% revient à multiplier par (1-87,5/100), c'est-à-dire à multiplier par 0,125 (800/8 ou 800x0,125 = 100)

According to the words, it should mean 'a reduction of between 800 and 1000% in the number of servers' — this seems very high, but would that be consistent with the rest of your surrounding context?
