English term

draft law

Homework / test English Law/Patents Law (general) Law ( general)
I have this sentence where there is this expression:
" While draft laws are federal laws, marriage laws are state laws rather than federal in the US."
Here is my question:
Is the expresion "draft law " a synonim of "bill" or is there another meaning for the expression?

conscription

I think in this case, it refers to conscription into the armed forces.
