Tee handle

Strictly speaking, a Knebelstange is a cross-bar or tommy bar that is used to apply torque (leverage) by hand to something that turns.

However, in the given context I suspect that what is meant is a toolholder fitted with a cross-bar or cross-grip, which is commonly called Tee handle.
