Van Dale Dutch-English literally renders 'de meest gerede partij' as 'plaintiff, complainant'. I my opinion, neither term is relevant here. 'Appropriate' or 'suitable' might fit the bill here.

Except that it does not seem to fit in this case. It is almost as though it has the sense of the party 'best placed to'. Is that possible?

De term "meest gerede partij" is een juridisch term, die hier foutief en te onpas wordt gehanteerd. De juridische vertaling zou dan moeten zijn geweest: "the complainant".
Uit de context begrijp ik echter, dat er sprake moet zijn van een zekere exclusieve bevoegdheid. Derhalve "ONLY".
