"Para eles, nao há motivos para considerar que o crédito seja lastreado pela poupança que financiaria o investimento."

de acordo com minha cliente, isso e' o mesmo que dizer que "para eles nao ha motivos para considerar que so possa haver credito se houver poupanca ex-ante, se houver garantia."

coloquei a expressão unbacked loan no google e nos resultados k surgiram ela era usada no contexto descrito pela cliente, como um credito sem o uso de capital como garantia por parte ex: uma hipoteca é um emprestimo em que caso o devedor falhe no pagamento o banco pode ficar com a casa.
resumindo e baralhando um unbacked loan é quase de certeza o termo apropriado
