general studies

Norway has four universities: in Oslo, Bergen, Trondheim (NTNU) and Tromsø. In addition to this, there are 26 høgskoler (state university colleges). There is no university or state university college in Lillestrøm. There is however a state university college in Lillehammer.

Your text almost certainly refers to an upper secondary school. In the curriculum for the upper secondary school, "allmenne studieretninger" refers to "general areas of study" as opposed to vocational areas of study.
The area of study "Allmenne, økonomiske og administrative fag" is translated "General and Business Studies".
