In modern terms we are talking about parts of a crane, although the jib boom was the precursor; it might evene be simply a crane. Is the context at all historical?

The metal part is called a BOOM. The rope and the pulley the rope goes through is called a "BLOCK & TACKLE".

The Wikipedia entry also calls it a "pluma", which in this context means "jib".
