What is meant here by take the ouch out?

I guess they mean that they minimize the possible disadvantages of a high-cost proposal, by emphasizing the benefits.

to take the pain out

What they really mean is that our proposals cost a lot, but we provide a lot of value for them, so when you look at the benefits the pain of the high cost is lessened.
