This is from a list of university library rules referring to who can use the library and in what way. This phrase refers to users of the library, whether they be faculty or students.

Explanation:
It has been close to 3 decades since I last attended a Japanese university, so warning bells went off. 学部 faculties may have been replace by 学系 groupings. Rumor has it that my old school no longer has language faculties. Most of them are clumped together into the Modern Language Faculty, etc.

http://www.metro-u.ac.jp/infom.html says that they still have 学部 faculties for undergraduates, but all languages are now under 人文学部(Humanities) and just "specialties"—e.g., 国文学専攻 (Japanese).

Note that the graduate school title 人文科学研究科 dates from the 70s, when I was there, so the trend started long before current cost-cutting moves.

Thank you, everyone. There is a huge heirarchy here which is hard to explain, but I'm going to have to go with Maynard's suggestion. School is a good term, but this particular university doesn't use that nomenclature.

Other Departments within the School, Other Schools (within the university)


Explanation:
As in the U.S., there is a trend to divide a university into specialized schools: School of Business, School of Engineering. These may also be called "institutes" or "departments" depending on the university.

学系内他分野 refers to the different specialties that may be available in a particular school. For example, the School of Engineering may have a department for Electrical Engineering, Mechanical Engineering, Chemical Engineering, etc.

他学系 refers to other schools that may exist withing the university. My university had a College of Letters and Science (all undergrad divisions), a School of Engineering, a School of Law (graduate), School of Business (graduate), etc. See the link below to see how it's all grouped at my alma mater.

Also, these terms refer to the departments themselves and not the users. Do you need terms which include the users as well? In such a case, adding faculty members and students from ... might work.
- although you run into another problem here in the two uses of the word "faculty".

Explanation:
This must be addressed to all library patrons (i.e. users, let it be students, faculties, or staff).

学系 sounds like a jargon particular to this university (college), but in essense I think it refers to 学部 (理学部、工学部、文学部, etc.).

Then under 学部 there are different disciplines, such as 理学部生物化学科, 工学部土木工学科, 文学部英文科, etc., and 学部 being Japanese counterpart of Department in American collegs/universities.

Therefore under 理学部, 量子物理学科 is 学系内他分野 from 生物化学科.
On the other hand, 学内他学系 is a difference between 理学部, 工学部 and 文学 in thid example.
