From my knowledge of Czech and Slovac, I found that probably, the Polish translation suggested on this site might not be quite correct. The English synonym of this term is cash-free and debt-free and it refers to the value of a company.
The German explanation I found in a reliably source is:
auf der Basis, "dass die Firma frei von flüssigen Mitteln sowie zinstragenden Finanzverbindlichkeiten wäre" («cash and debt free»). An even more detailed explanation of the terms cash and debt in this context is provided (regrettably in German only) on:
