Можно сказать проще: "Customer authorizes XXX to control and supervise the Works performed hereunder." Но если хотите подчеркнуть ПЕРЕКЛАДЫВАНИЕ функций, а не просто их sharing, то, на мой взгляд, "vests the power and authority to..." отлично подходит.

Правильно, что не нравится Вам "functions of supervision". А мне не нравится и всяческий "transfer/handover of functions". Получается нагромождение существительных, соединенных "of".

And note the "hereunder".
