Russian term or phrase: Целевые коммуникации
This comes as a stand alone phrase in a list of employees & job titles for a company. I am afraid I do not know what the company is.

The best I have found so far is "Marketing Communications", but I am not 100% sure and so wanted to check to see if anyone had any other input.

Many thanks

All three answers were valid, but I chose Alexander's as it does appear to be the closest to the source. In the event, I proposed both "targeted", "segmented" and "marketing" communications to the client, with an explanation of each, and left it for them to decide. i haven't received any response as to which they prefer. Many thanks everyone.

Notes to answerer
Asker: Hi Alexander. This is what I had originally put, but the client came back to me and said they didn´t like it. If that is the correct answer, I will of course say so, so if you have any sources for it, that would help state my case.

Segmented communications: Companies can send specific information to targeted audiences. For example, the help-wanted site of The Boston Globe provides a "Job Blog" for job seekers and an "HR Blog" for human resources personnel. Consider giving high-equity customers special pricing while low-equity customers get FAQ updates. Feeds can be directed into specific folders, reducing clutter for customers.

What if you use Segmentation?

Below are the definitions of segmentation I've found on the Web (hope this can help)

identifying niches or subgroups within a market, generally with the aim of more targeted communication
www.oup.com/uk/booksites/content/0199274894/student/glossar...

A marketing technique which involves grouping audiences into segments, and treating each segment separately for promotional purposes. The segments are usually found from survey data, using a technique such as cluster analysis.

Explanation:
поскольку речь идет о подразделениях предприятия, то можно подразумевать и наличие маркетингого отдела, ответственного за определение целевых сегментов и установление деловых контактов с потенциальными клиентами или покупателями
