: Without context it's hard to be sure, but it does indeed seem likely that Asker's text is referring to the Bologna concept of a "European Higher Education Area".

......the translation needs to take into account that this is the tertiary education (Hochschul-) level, i.e. the development of a European tertiary education curriculum
