neutral Ian M-H (X) : Shame that Asker hasn't really provided any context. I agree that this is nice if the context allows it, but suspect that the text could be a reference to the "European Higher Education Area" or EHEA (see Gabrielle's answer).

agree Ian M-H (X) : Without context it's hard to be sure, but it does indeed seem likely that Asker's text is referring to the Bologna concept of a "European Higher Education Area".

tertiary education curriculum

......the translation needs to take into account that this is the tertiary education (Hochschul-) level, i.e. the development of a European tertiary education curriculum
