Without the context I'm not sure whether they are referring to transmission through obstructions, e.g. trees or through the building structure, e.g. windows.

neutral Robin Hilder : I like it, but would normally use transmittance for the specific measure and transmission for the actual quantity. There people however references using them interchangeably. That probably doesn't matter here, but it can! (Durchlass/Durchlässigkeit)
