I sort of agree with Britaly.
bloc = package
proposition = proposal
Could it be:
"All-in proposal (Package)"
"Overall proposal (Package)"
But, as this is already a translation from another language, I'm dubious about "en cadre" which is often "framed" in the advertising field (particularly in the press).

I am sort of guessing! but if the whole package contains x number of VIP, x number of basic and x number of economy type supports it would be a basis for calculating the total price of the package - if you see what I mean ... :)
