По същество съм съгласен с предложения от колегата Boteva термин, но има и други възможни, пък и по-употребими (поне според мен) варианти.

В САЩ: DESIGN PERMIT (което, според мен, е точното съответствие на ВИЗА ЗА ПРОУЧВАНЕ И ПРОЕКТИРАНЕ)

В някои US jurisdictions се използвува и терминът BUILDING PERMIT, който е уж равностоен на българската СТРОИТЕЛНА ВИЗА, но обхваща по-цялостен разрешителен и одобрителен процес.

мисля че това е популярният термин
