4.6. После выигрыша в тендере на предоставление услуг при эксплуатации объектов Сахалин-II AAA и BBB создадут совместное предприятие (СП) и зарегистрируют его в Южно-Сахалинске.
Для этого СП будет получена лицензия на выполнение работ. Виды работ на которые будет оформлена лицензия приводятся в прилагаемом классификаторе.
4.6. After winning a tender for rendering of services when operating Sakhalin II project facilities AAA and BBB will build up a joint venture (JV) and register it in Yuzhno-Sakhalinsk.
For this purpose JV will receive a license for operations. Types of operations for which the license will be acquired are given in the attached classifier.

Your version is OK, but it might be better to make a distinction between работа and эксплуатация. The forms of work for which the license will be made out are listed in the attached classifier.

But, "license for service" may be more specific.
