I agree, this indeed is ambiguous in Chinese context. Can 越过 refer to beyond? So either 带电部位or 金属部分has a加强绝缘device. In this case it refers to some interaction between the 带电部位and 金属部分, yet the interaction is beyond the 强绝缘的device of either 带电部位or 金属部分. I think this may make sense.
