正四位 Shoishi'i Japanese Merit Award Explanation: I couldn't find an exact English translation, but know this is, as you say, a Japanese citizens award bestowed on people for meritorious deeds and civil contributions. The pronunciation is: 正:しょう 四:し 位:い (see link below).
