As far as I know this saying refers to the ultimate state of buddhahood, or mahaparinirvana

Buddha world or buddha land or buddha heaven


It means the world that budda reside. In scripture where the followers of buddha asked about buddha's world, buddha answered with descriptions of what it is like in budda world, full of amazing happiness and tranquilization, built with materials that's out of this world. There are different buddha worlds where different budda are from.
It is more in refering to the place, than the state of buddahood.
