The Election Commission said United Russia won nearly 50% of the vote, with its rival, the Communist Party, taking just under 19%, giving United Russia more than two-thirds of deputies in the 450-seat State Duma lower house. • Communist dissent: On 5 October, Gennady Zyuganov, the leader of the Communist Party, accused authorities of persecuting his party's activists and carrying out reforms to the voting system that imperil political stability. The Communist Party is the biggest opposition in parliament, but it often supports Putin on key areas of policy and has been accused of soft-pedalling its opposition. Foreign Policy: • Officials expelled: NATO expelled eight members of Russia's mission to the alliance who were "undeclared Russian intelligence officers", NATO said on 6 November. Security: • Cyber-attack: A cyber-attack on Russian tech giant Yandex's servers in August and September was reported as the largest known distributed denial-of-service (DDoS) attack in the history of the internet, the company said on 9 September. Defense: • Missile test: Russia successfully test-fired from a hypersonic cruise nuclear submarine for the first time, the military said on 4 October. The Defense Ministry said the Zircon missile was launched from the Severodvinsk submarine and hit a designated mock target in the Barents Sea. • Interest in Africa: In the past two months, Russia has signed military cooperation agreements with Nigeria and Ethiopia, Africa’s two most populous nations.
