IT is midnight on a Saturday in the Bairro Alto, Lisbon's famously raucous High Neighborhood, but the only thing moving is the laundry fluttering in the breeze between the balconies of the grand but dilapidated buildings that line the streets. A few plaintive strains of fado, the distinctly mournful songs of longing that are said to define the collective Portuguese character, waft out of the small neighborhood restaurants geared to tourists. Some cafes and bars are open, but the feeling is that things are winding down, not up.
Don't be fooled. Navigating these lanes an hour later will require a very reduced definition of "personal space" to make any headway through streets teeming with enough high-spirited Portuguese youth to make one doubt - even granting that you may already be seeing double - if this can really be a country of just 10 million people.

Es medianoche en un sábado en el Barrio Alto, el ruidosamente famoso Alto Vecindario de Lisboa, pero lo único que se mueve ahora es la ropa balanceándose con la brisa en los balcones de los edificios grandes, pero maltratados que se alinean en las calles. Algunos rumores lejanos de Fado, las canciones distintivas de anhelo que se dice definen el carácter colectivo Portugués, se escapan de los pequeños restaurantes del vecindario puestos para los turistas. Introduction
The Internet has broken down cultural barriers and made it possible for companies
to be able to conduct business on a global scale. This makes it important for business
applications to present information in multiple languages and in multiple cultures. The
process of creating a globalized business application in .NET is normally broken down
into the processes of globalization, localizability, and localization.
Globalization
Globalization is the process of designing your application so that it is able to detect when
different cultures are making requests of it. The process of globalization is preparing and
designing application so it’s capable of detecting and responding correctly to the various
cultures and locales in which it is used.
Localizability
Localizability is the process of preparing an application for globalization. Localizability
is an analysis where you identify issues in the application that could encumber or inhibit
localization. Once an application has been through the process of localizability and is
ready to be globalized, the application has two primary blocks: a data block and a code
block. The data block is locale specific resources and the code block is the code that is
applicable to any culture which makes requests for your application. Code block is any
type of code that replies to anything. Data block is locale specific information resources.
Localization
Localization is the process of going through and creating localized resources.
Localized resources are strings and data which appear in the language for a particular
culture or locale. Globalized apps do not have to be localized. You may have globalized
applications which do not localize but you can never have a localized application without
it being globalized.
Culture
A culture is a combination of a country and a language code, which allows you to
identify a specific country and language combination. Every culture has some particular
things which are special to that culture. You have typically different calendar settings,
date-time settings, casings, and indexing orders—the orders of collations that you’re
going to be ordering information. You can also have string formats, which are different
for culture as well.
Classes in the.NET Framework
Each culture is identified using an industry-standard code. This code takes the form
of two pieces—two segments. The first segment of the code is going to consist of two
lowercase characters. The two lowercase characters are used to identify the language. The
two lowercase characters typically have a dash and after the dash you have two uppercase
characters. The two uppercase characters will be representing the country for which you
are representing as well. Occasionally, you will also have another segment suffixed to the
culture as well which will pertain to the particular script. You can use language codes to
identify various cultures and regions within the world. There is a large table which lists
all the codes that are an industry standard. Globalizing an application can be a daunting
process. The .NET Framework provides classes which help us perform this easily. These
classes are located in the System.Globalization namespace.

Globalización
La Globalización es el proceso de diseñar su aplicación de forma que sea capaz de detectar cuando se le están haciendo requerimientos desde diferentes culturas. El proceso de Globalización es preparar y diseñar una aplicación de forma que sea capaz de detectar y responder correctamente a las diferentes culturas y localizaciones en las que sea usado.
Localizabilidad
La Localizabilidad es el proceso de preparar una aplicación para el proceso de Globalización. El proceso de Localizabilidad es un análisis donde usted detecta partes clave de la aplicación que pueden bloquear ó inhibir la localización. Una vez que una aplicación ha pasado por el proceso de Localizabilidad y está lista para ser Globalizada, tiene dos bloques primarios: un bloque de datos y un bloque de código. El bloque de datos son recursos específicos de la localidad y el bloque de código es el código que sea aplicable para cada cultura que haga peticiones para su aplicación. El bloque de código es cualquier tipo de código que responde a cualquier cosa que suceda. El código de Datos son recursos de información específicos de la Localidad.
Localización.
La Localización es el proceso de crear los recursos localizados a través de toda la aplicación. Los recursos localizados son cadenas y datos que aparecen en el lenguaje de una cultura ó localidad particular. Las aplicaciones Globalizadas no tienen que estar localizadas. Usted podría tener aplicaciones Globalizadas que no estén localizadas, pero nunca podría tener una aplicación localizada sin que esta esté globalizada.
Cultura.
Una cultura es una composición de un país y un código de lenguaje que le permiten identificar una combinación de un país y un lenguaje específicos. Cada cultura tiene características específicas y particulares. Típicamente se encuentran diferencias en calendarios, expresiones de hora y fecha, uso de mayúsculas y ordenes de indexación –la disposición a seguir cuando se ordene información. También puede tener formatos de cadenas los cuales son diferentes también para cada cultura.
Clases en el .Net Framework
Cada cultura se identifica usando un código estandarizado. Este código toma la forma de dos partes – dos segmentos. Los dos caracteres que contiene en minúsculas son usados para identificar el lenguaje. Estas dos letras minúsculas típicamente son seguidas de un guión y después del guión normalmente hay dos letras mayúsculas. Las letras mayúsculas representan el país para el que se está expresando la cultura. Ocasionalmente se puede tener un segmento como sufijo a la cultura el cual será pertinente para un script particular. Se pueden usar códigos de lenguaje para identificar las variadas culturas y regiones en el mundo. Hay una gran tabla que lista todos los códigos que se han estandarizado para la industria. Globalizar una aplicación puede ser un proceso desafiante y difícil. El Framework .NET provee clases que nos ayudan a realizar este proceso fácilmente. Estas clases están en el espacio de nombres System.Globalization.
