It is performed by the Trident system as a diagnostic into the output digital Trident cards. It also periodically takes away the feeding by 2ms to the IS barriers that go to the command or to the starting command of the PST of the positioners (this security online diagnosis is called in other cases "walking bit" and can cause sensitive equipment fire , for example electrical cells in substations).
What is the maximum time that allows the positioner to loose the signal without affecting the signal output command to the pneumatic relay?, or for example, is it possible that the glitch on the positioner can be longer when adding the 2 ms of the signal test followed by other 2ms associated with the PST signal? Could this be a sensitive parameter in the positions?

In his eloquent address to the opening session of the United Nations General Assembly, President Obama outlined an optimistic vision for a world without war, though his treatment of important issues like Palestine fell short. For nearly seven decades, the UN has struggled with the overriding objective to pursue peace in an imperfect world. Yet, President Obama argued that the world is closer than ever before to realizing that goal, thanks not to the balance of power but concrete steps to advance human dignity, security and prosperity.
“Peace is hard”, the President repeatedly reminded his audience. But it is within our grasp. “The tide of war is receding,” as the United States draws troops down in Iraq and Afghanistan. The death of Osama bin Laden and the degradation of al Qaeda have reduced the threat of transnational terror. The demands for freedom that have “lit the world from Selma to South Africa” have now “come to Egypt and to the Arab World,” he proclaimed. Now, the President contended, “We stand at a crossroads of history with a chance to move decisively in the direction of peace.”

En este elocuente declaración en la apertura de la sesión de la Asamblea General de las Naciones Unidas (United Nations General Assembly), el Presidente Obama resalta una visión optimista por un mundo sin guerra, sin embargo la manera como aborda temas de importancia como el Palestino le quedan cortos. Por casi siete décadas, las ONU ha luchado por el primordial objetivo de conseguir la paz en un mundo imperfecto. Armed conflict has been waged in Colombia for more than thirty-five years. This Administration has initiated a negotiation process that seeks to obtain a negotiated peace agreement with the guerrillas on the basis of territorial integrity, democracy and human rights. If successful, it would rapidly strengthen the rule of law and the fight against drugs throughout the country.
The peace process is clearly one of the country's top priorities. President Pastrana has assumed personal leadership of the government's role, along with the assistance of the High Commissioner for Peace, who is appointed directly by the President. The Commissioner, whose position carries ministerial rank, works alongside leaders of society and business who are equally devoting their energies to resolving the conflict.
The demilitarized area was created by law to guarantee the security necessary to advance negotiations with the guerrillas. The law allows the President to create and eliminate a distention zone, as an expression of the sovereignty by the State. The law only restricts the presence of the army and the police within the area and suspends warrants for arrest; it does not narrow the authority of elected officials at either local or regional level.

El conflicto armado en Colombia ha tenido lugar por más de treinta y cinco años. Este Gobierno ha iniciado procesos de negociación para buscar obtener un acuerdo de paz negociada con la guerrilla sobre la base de la integridad territorial, la democracia y los derechos humanos. Si se tiene éxito, esto rápidamente fortalecerá el ejercicio de la ley y la lucha contra las drogas a lo largo del país. El proceso de paz es claramente una de las prioridades del Presidente Pastrana quien ha asumido personalmente el liderazgo del papel del gobierno, junto con la ayuda del Alto Comisionado para la Paz, quien ha sido designado directamente por el Presidente. El Comisionado, cuya posición tiene un rango ministerial, trabaja junto con los líderes de la sociedad y la economía, quienes están igualmente dedicados a resolver el conflicto.
La desmilitarización del área fue creada por ley para garantizar la seguridad necesaria para avanzar en las negociaciones con la guerrilla. La ley permite al Presidente crear y eliminar una zona de distención, como una expresión de soberanía por parte del Estado. La ley solamente restringe la presencia de los militares y de la policía dentro del área y suspende las garantías por arresto, esto no limita la autoridad de los funcionarios elegidos a nivel local o regional.

42. Entre el 15 y el 19 de septiembre de 2008, el Relator sobre los Derechos de la Niñez, comisionado Paulo Sergio Pinheiro, visitó Bogotá, Colombia con el fin de sostener reuniones con autoridades que ejercen competencias en temas de la niñez, con representantes de la sociedad civil y a su vez para participar en el Seminario “Ciudad, Conflicto, y Esfera Pública la mirada latinoamericana organizado por UNICEF entre el 17 y el 19 de septiembre. Adicionalmente, el Relator sostuvo reuniones con representantes de la Procuraduría General de la República, de la Defensoría del Pueblo, de la Oficina del Alto comisionado de las Naciones Unidas para los Refugiados, de la Alianza por la Infancia, entre otras organizaciones.
43. Entre el 17 y el 21 de noviembre de 2008, el Comisionado Víctor E. Abramovich, en su doble carácter de Relator para Colombia y Relator sobre Derechos de los Pueblos Indígenas, condujo una visita de trabajo a la República de Colombia, junto con funcionarios de la Secretaría Ejecutiva de la Comisión.
44. Durante la visita, el Comisionado Abramovich mantuvo reuniones con autoridades nacionales y locales, visitó la ciudad de Bogotá y el departamento del Chocó. En la ciudad de Bogotá mantuvo encuentros con el Ministro de Relaciones Exteriores, Jaime Bermúdez Merizalde; el Ministerio del Interior y Justicia, Fabio Valencia Cossio; funcionarios de la Nación; el Presidente de la Corte Suprema, Francisco Ricaurte, y con el Presidente de la Corte Constitucional, Humberto Sierra. En estas reuniones, el Relator planteó sus inquietudes y preocupaciones con relación a la aplicación de la Ley de Justicia y Paz, el proyecto de ley sobre reparación a las víctimas del conflicto armado, y las denuncias sobre ejecuciones extrajudiciales, así como sobre situaciones de riesgo que afectan a defensores de derechos humanos, y la situación del Poder Judicial en Colombia. Asimismo, el Relator recibió diversos testimonios de estudiantes universitarios, representantes comunitarios y miembros de organizaciones de la sociedad civil respecto de la situación de los derechos humanos en Colombia y el creciente número de amenazas proferidas por las llamadas Aguilas Negras y otros grupos ilegales.
45. Uno de los objetivos principales de la visita del Relator fue recabar información sobre la situación de comunidades afrocolombianas que habitan en las cuencas de los ríos Jiguamiandó y Curvaradó, en el Departameto del Chocó, a fin de dar cumplimiento a una solicitud de la Corte Interamericana de Derechos Humanos. Los miembros de dichas comunidades se encuentran protegidos por medidas provisionales dictadas por la corte Interamericana de Derechos Humanos.

Between September 15th and 17th, 2008, the Rapporteur about Children Rights, Commissioner Paulo Sérgio Pinheiro, visited Bogotá, Colombia, in order to have meetings with authorities that prosecute their jurisdiction on children issues, with representatives of the Civil Society and as well; to participate in the Seminar "City, Conflict, and Public Affairs: The Latino American view” organized by UNICEF between September 17 th and 19th. In addition, the Rapporteur had meetings with the representatives of the General Attorney of the Republic, with people from People Defender Office, with the United Nations High Commissioner Office for the refugees, with the Alliance for the Childhood, among others.
43. Between November 17th and 23th, 2008, the Commissioner Víctor E. Abramovich, in its dual role, as the Rapporteur for Colombia and the Rapporteur about Indigenous People Rights, conducted a working visit to the Republic of Colombia, along with the officials of the Executive Secretary of the Commission .
44. During the visit, the Commissioner Abramovich had meetings with the national and local authorities; he visited the city of Bogotá and the department of Chocó. In the city of Bogotá he had meetings with the Minister of Foreign Affairs, Jaime Bermudez Merizalde; the Interior and Ministry of Interior and Justice, Fabio Valencia Cossio; Officials of the General National Attorney Office; the officials of the General Prosecutor of the Nation; the President of the Supreme Court, Francisco Ricaurte, and with the President of the Constitutional Court, Humberto Sierra. During the meetings, the Rapporteur submitted his questions and concerns related to the application of the Justice and Peace Law, to the Law for the reparation of the victims that resulted from the armed conflict, and the denunciations on the extrajudicial executions, as well as on the situation of the Judicial Branch in Colombia. At the same time, the Rapporteur received diverse testimony of university students, community representatives and members of the organizations of the civil society respect to the situation of the human rights in Colombia and the increase of the number of threats performed by the so called Black Eagles and other illegal groups.
45. One of the main objectives for the visit of the Rapporteur was to collect information about the situation of the afro Colombian communities that live in the river of Jiguamiandó and Curvadó , in the Department of Chocó, in order to fulfill a petition of the Human Rights of the Interamerican Court. The members of those communities are protected by provisional measures dictated by the Interamerican Court of the Human Rights in the year 2003. The delegates of the ICHR visited the humanitarian zone located in the collective territories in the river of Jiguamiandó and they had a series of meetings in the city of Riosucio. During its visit to the humanitarian zones, the delegation received information and testimony about the acts of violence and intimidation perpetrated by illegal groups that operate in the zone and confirmed the persistence of the risk factors that conducted to the intervention of the Court. The Rapporteur of the ICHR received information on the performance of the authorities of the Colombian Estate to protect the communities and effectively restitute the collective territory.
