Если проект федерального закона о ратификации, прекращении или приостановлении действия международного договора не набрал необходимое число голосов депутатов и в ходе этого же заседания не было принято решение о необходимости внесения данного законопроекта на повторное рассмотрение Государственной Думы, международный договор считается не прошедшим процедуру ратификации, прекращения или приостановления и данный законопроект возвращается в ответственный комитет.

Another way to think of the difficulty levels is this: an easy question is one that deals with everyday conversation. A pro question is anything else.

When deciding between easy and pro, err on the side of pro. Most questions will be pro.

* Note: non-member askers are not given the option of entering 'pro' questions; the only way for their questions to be classified as 'pro' is for a ProZ.com member or members to re-classify it.

agree Niyazmatov (X) : I would, though, prefer using "required" in place of "sufficient." Here is an example: "The measure was voted on by the House of Representatives or the Senate and did not receive the required number of votes to pass."
