I see. But 招集 only means convening/calling. It might have been used here to indirectly refer to "top-down type" of sharing information because the one who convenes/calls for a meeting needs to be in an authoritative position to do so, but I'm not very sure.

Instructors doing the travelling I have looked through the whole document but there are no other training programs mentioned. A diagram in the document depicts an instructor conducting a training in the main office. The trainees who completed the course in the main office will then become instructors themselves and go to the large branches to conduct trainings. This continues on to the smaller branches. So the instructor is the one moving from one place to another.

Are there other types of training mentioned in the document? I think 招集型研修プログラム is contrasted against training where they send instructors to different work places. It sounds that in 招集型研修プログラム, participants are sent from different branches to a certain place, where the training session is convened.
