What they mean here is an artificial bank raised above ground level. Another term for this is 'terrapieno' (see Wiki link where the term 'rilevato' is used as a synonym):

airfield embankments

Rilevato in this context means an earth raised structure (embankment) like those used to carry a roadway or railway (Rilevato stradale). A rilevato aeroportuale is an embankment supporting an airfield.
It can be translated as airfield embankment or airport embankment.
