Tricky problem indeed I would suspect that it is referring to the Bundesland, otherwise it would probably be "Landschaftsplanerisch". Also, The Länder are probably primarily responsible for such planning permission, even if some projects may be federal.

Thank you - it's mostly the "landesplanerisch" that confuses me here. Possibly regional planning or landscape planning? "Landesplanerische Feststellung" googles reasonably well, so there ought to be some kind of equivalent.

You might want to think along the lines of Planfeststellung, Planfeststellungsverfahren, Planfeststellungsbeschluss, Planfeststellungsbehörde etc.
