illogical grammar? 1. It is not possible to prevent lack of care or lack of treatment through timely interventions (the two are mutually exclusive). If there are interventions, then care and treatment do occur. Hence, "care" and/or "treatment" do take place, they have to, even if inadequately or inappropriately.

2. You generally treat a disease or a physical condition, and not a domestic violence case. Incorrect treatment in the case of domestic violence is not accurate.

inappropriate service provision (or assistance)

In terms of domestic violence, "Versorgung" can either be assistance or a service (provided). My preference is service, as in:

Domestic Violence Services in the United Kingdom (http://www.childwelfare.gov/systemwide/service_array/domviol...

It is a bit lengthy, but I would write something along the lines of "preventing inappropriate service provision" or "preventing the provision of inappropriate services".

If you stick to assistance, you probably save yourself a small grammar conundrum and can write "inappropriate assistance".

lack of care / lack of treatment

Depending on your specific context, I would probably interpret "fehl-" in the sense of "lack" or "deficit", rather than "incorrect"

This appears to frequently occur in the combination of "Über-, Unter- oder Fehlversorgung" (overtreatment, undertreatment, lack of treatment)
