Es ist NICHT doppeltgemoppelt - jedenfalls nicht in Deutschland. Als "arbeitslos" gilt man nur, wenn man sich beim Arbeitsamt gemeldet hat - man kann durchaus erwerbslos sein, ohne arbeitslos zu sein.
Das statistische Bundesamt (DESTATIS) unterscheidet
Arbeitslosigkeit - registered unemployment
und
Erwerbslosigkeit - unemployment
