Explanation:
On a CAN bus, bit monitoring refers to the mechanism by which nodes (devices), upon sending a message, transmit a dominant or recessive bit and monitor the subsequent level/state (="Pegel", that is, 0 or 1) of the bus to which all the nodes are connected. An error frame is generated if a collision of the two is detected, triggering retransmission of the message from the node that originally sent the recessive bit, etc.

The whole mechanism is used for arbitration/prioritization, i.e. making sure the most important signal gets through with no delay. That is because CAN is used in cars, aeronautics, etc. which have real time requirements, i.e. it is crucial that there is no delay whatsoever in the transmission/processing of mission critical signals.

NB In German, there is the unwritten but otherwise rather strong stylistic rule that one should avoid close repetition of identical words; this often works on the unconscious level and IMHO is the most likely reason why the author of the above sentence was in a "desperate" need of a synonym, creating this non-standard and awkward term.
