Avertissement-extrait de rôle, impôts, taxes add. je vous remercie de vos contributions; néanmoins je reste sur ma soif. Le document porte le titre ci-dessus et a été rédigé par le Commune de Dinant en Belgique et mon client qui réside en Angleterre en a besoin pour des procédures administratives dans ce pays d'accueil. Aussi je souhaite vivement que vous m'aidiez à lui faire une proposition acceptable du moins compréhensible. Je vous en remercie d'avance.

délai pour faire quoi? + remboursement de quoi exactement, par qui et à qui?
Cela permetrait (probablement) d'y voir plus clair., de comprendre qu'est ce que "procuration" vient chercher parmi "succession, indivision et cession"

Il est aussi fort possible que "procuration" a ici une acception depuis longtemps tombée en désuétude en France métropolitaine

(Possibilité : procuration est une typo (?!) pour séparation).

Thanks, Daryo, for posting the full docs. Indeed, Marie Arlette, you had left out a word (prolongé) in your question, which didn't make things any easier for us!
A procuration is not just the document used to make an appointment, it is also the appointment itself (donner procuration). In this case, a tax refund may be delayed if the taxable person is dead, a joint owner, represented by an appointee, ... etc.

Merci Joséphine je pense pour ma part que " Power of attorney " convient ici comme il s'agit des différents actes légaux qui pourraient interférer dans le processus de remboursement des taxes qui ont été retenus, et le retarder. Merci à tous pour les explications.

agree B D Finch : I think that the limited context the Asker has given does point towards "power of attorney", not "proxy". The two terms are very different and cannot be used interchangeably.
